DPKPedia: The Definition Of A Crisis 

Defining what constitutes a crisis is central in the development and implementation of a crisis communications plan. If your organization has established the point at which a crisis communications plan is activated, it is far more likely that your plan will play a productive role in helping your organization quickly emerge from crisis with its reputation intact.

A crisis is an unexpected event or series of events that spiral out of control, disrupts normal operations and causes intense and unwanted public scrutiny that harms or threatens to harm the organization's reputation.

    Niiyi, Leonard and Ricky: Thanks for the feedback. As far as whether a crisis can be something that is expected, view is that if you expect it, you should be able to take action to mitigate the impact and prevent it from becoming a crisis. Certainly, every business operating in Houston expects that every 10 years or so they will have to deal with a hurricane. A hurricane is expected. But the impact of the hurricane -- loss of power for a week -- that is unexpected and contributes to a crisis.

    In my opinion, crisis could either be expected or unexpected as the insurance makes provision for eventualities. Otherwise, the definition fits.
