The President has asserted that ICE doesn’t have a policy problem. It has a messaging problem, and that the agency should “show the Numbers, Names, and Faces” of criminals to win public support. That’s a familiar leadership instinct: when scrutiny rises, assume the fix is storytelling. But a lot of “PR problems” are really trust problems.
